Next Monday is the NEXT, as in subsequent, Monday, subsequent to THIS Monday, which is the upcoming Monday. All of this being opposed to the PREVIOUS or "last" Monday, which is the Monday most recently passed.
But I often say "this coming" Monday to avoid confusion.

Back in my oilfield days and getting guys to the docks, the whole midnight thing was a cluster. We literally had to put a date and time so people wouldn’t screw it up. Had to say 0001 Saturday 8/23 because if you said hey, show up Saturday at midnight they would be there Saturday at 1159 pm which when the clock strikes 0001 that is now Sunday midnight.

Noone should ever say "this Monday", unless you are saying this on an actual Monday. The phrase should be "this coming Monday".
When we say, "this week" or 'this year", we are always referencing the current time period. Why should a day of the week be different?

Silly debate. I love it.
"This" is referring to the current week.
"Next" is in reference to the upcoming week.
This Monday, will always refer to the Monday of the current week.
Next Monday, will always refer to the Monday of the next week.
Here's a question for you.
Do you consider Sunday to be the last day of the week or the first?
