How did bingo halls skirt around the gambling laws when gambling was illegal?

Is buying a card the same as betting on an outcome though? Especially since it's random (unless you're Saul Goodman)?

They fall under Charitable Gaming Laws in Louisiana and aren't considered "gambling." Charitable Gaming used to be regulated by the State Police, now it's regulated by the Department of Revenue.

Yup. Bingo games were normally tied to churches, the VFW, or something like that. Even kids could play bingo as long as they were willing to pony up the money for a card or two.

The Catholic High men's club used to run a weekly bingo game as a fundraiser, maybe they still do, IDK. The clientele was almost entirely poor and black, their addiction subsidizing the educational experience of primarily upper middle class white kids. Apparently Catholic High didn't see any moral or ethical dilemma in this.

I think most are non profit/charities, there's likely an exemption carved for these organizations.

Tennessee made bingo illegal 30 yrs ago. Hence the nickname NashVegas. Where the legislature sits.

because gambling and gaming are classified differently
bingo is a game and there were rules that rode the fence of whats considered as gambling
