The tax rate at the Rooms to Go location in Pearl River, LA is 10.75%*.

Does that make it's elected officials more corrupt than a jurisdiction with a lesser tax rate?

Race has nothing to do with it. It's engrained in the state culture. Most elected officials, and certainly civil service workers somehow manage to exert control over others and get what they want done and manage to have a nice little bit of something on the side, too.

St. Tammany is full of it. Walter reed was just the tip of it.

St. Tammany is very much good ol' boy.

Boo Boo Strain is as corrupt as they come, but he somehow managed to keep his shite on the down-low long enough to just get away with not running again and leaving office with his tail tucked between his legs. He almost hanged himself with the work release fiasco, but bolted out the door before that could get traction and it just faded away.

I can explain the COA's actions from what has been reported. It's definitely not we expect out of our public officials.
