Call police and and give plate numbers and say they are driving recklessly.

They don't just had out driver licenses in Germany. You have to go through rigorous testing. Even an 8 hour first aid class.

THIS, if police started pulling people over for it everyone would be bitching. It is a very discretionary law to enforce.

Example would be there is a gap (10-20 yards) between two vehicles going 70mph in the right lane, 2 vehicles are passing in the left lane. Of the two vehicles in the left lane, the lead vehicle (vehicle A) is going 75mph, vehicle B is trying to travel at 80mph but is stuck behind vehicle A. Vehicle A should by law move for vehicle B, but is technically still in the act of passing the two right lane vehicles, although there is a gap large enough to allow vehicle A to move over for vehicle B.

In a perfect world vehicle A would just move over, possibly just having to tap his brakes then move back into the left lane and regain cruising speed.

So if you are vehicle A would be fine with being pulled over for driving in the left lane? Because that scenario plays out everyday on I12/I10 and is a traffic offense. Even vehicle B could be ticketed if they continue in the left lane after overtaking all vehicles and there is a large enough gap to get over into the right lane.

Here is the LA traffic code:

§71. Driving on right side of road; exceptions A. Upon all roadways of sufficient width a vehicle shall be driven upon the right half of the roadway, except as follows:
(1) When overtaking and passing another vehicle proceeding in the same direction under the rules governing such movement, including passing lanes;

(2) When the right half of a roadway is closed to traffic while under construction or repair;

(3) Upon a roadway designated and signposted for one-way traffic.

B.(1)(a) Upon all multilane highways, no vehicle shall be driven in the left-hand lane except when directed otherwise, preparing for a left turn at an intersection or private road or driveway, overtaking or passing another vehicle proceeding in the same direction, or when right-hand lanes are congested; however, no vehicle being driven in the left lane except when directed otherwise or preparing for a left turn at an intersection, private road, or driveway shall impede any other vehicle that is traveling in the same lane and behind that vehicle.

(b) Upon all multilane highways, no vehicle traveling in the left-hand lane shall be driven at a speed slower than any vehicle traveling to its right on the same roadway.

(c) Upon all multilane highways any vehicle proceeding at less than the normal speed of traffic at the time and place and under the circumstances then existing, shall be driven in the right-hand lane then available for traffic except when preparing for a left turn at an intersection or into a private road or driveway, or passing or overtaking a vehicle proceeding in the same direction, if passing on the left side of it. Nothing herein contained shall be construed to authorize driving any vehicle in the left lane so as to prohibit, impede, or block passage of an overtaking vehicle in such lane and in such event the vehicle in the left lane prohibiting, impeding, or blocking passage of an overtaking vehicle shall expeditiously merge into the right lane of traffic.

(d) The provisions of this Subsection shall not apply during a declared state of emergency when contraflow has been activated.

(2) In addition to the requirement of Paragraph 1 hereof, any vehicle proceeding on a multilane highway at a speed slower than ten miles per hour less than the posted maximum speed limit shall be driven in the right hand lane then available for traffic, or as close as practicable to the right hand curb or edge of the roadway, except when overtaking and passing a vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into a private road or driveway. Persons in violation of this Paragraph shall be punished by a fine of not more than one hundred dollars, or by imprisonment for not more than thirty days, or both.

C. The Department of Public Safety and Corrections, office of motor vehicles, is directed to include a summary of this Section in any instructional publication for drivers.

D. The Department of Transportation and Development is directed to place signs on multilane highways, in an effort to make motorists aware of the provisions provided for in this Section. E. The Louisiana Highway Safety Commission and the Department of Transportation and Development are directed to cooperatively develop and engage a public awareness campaign to notify motorists of the provisions of this Section. I want to add something to this discussion:

If you rent a moving truck with a governor on it that only allows you to top out at 70, you have no reason to ever be in the left lane. I have been behind quite a few of these lately.

Florida is the only state I have personally seen police hand out tickets to people joy riding in the left lane. When you hit I10 at the Florida line it all changes except for the occasional Texas plate you come across. fricking Texans are the absolute worst about left lane frickery.

I think I read a few months ago that Florida averages writing 9 tickets per year, statewide, for the left lane loungers.

They don't really enforce it.

I don't think this is their fault so much. A lot of new trucks have governors on them that's why you don't see 18 wheelers flying down the road like you used to. When someone is going 68 in the right lane ole boy in the big rig isn't allowed to go much faster than 70 to pass them. Then 68 speeds up just enough in the right lane to match the truck causing traffic lines

Complaining about this on occasion means you're normal.

Complaining about this all the time means you're one of those douchebags who tailgates and flashes their lights at people going 75 while performing a pass.

BTW, people going 80mph 8 feet behind another car going 80mph is probably the biggest interstate issue.

Well, you have a certain sub-set that feels it is within their inalienable right to not only drive in the left lane at all times, but also slower.

Change the law to say that the right lane is to be used for passing only. Problem will resolve itself.

00 buckshot.. sized ball bearing that you throw out the window once around while performing the mandatory brake check. Seems to get their attn at least.
