I've seen video of a taser dropping a huge bull.
Is it a case of the prongs not making full contact?
Everyone is not identical... senses, and the ability to tolerate things come in to play here. I've never been tased, because well, you know...I obeyed the law, but I'm pretty sure I could withstand that...I could be wrong and may never find out, but I have a high tolerance for pain.

During drug use the brain ain't functioning properly and impulses aren't being sent to the rest of the body.

That is called a dry stun.
Dry stunning only causes pain it is not intended to "lock muscles up".
The only thing that causes the body to lock up is the prongs and wires connected and separated far enough.
Your reaction to the dry stunning was normal.
If you clip a wire to your right shoulder and one to your left hip you will lock up just like the video of the bull.

During Tazing the brain has nothing to do with it.
You basically are "jumping the brain" and applying electrical impulses directly to the muscles causing all of them to contract and lock up.

PCP does not defeat the tazer.
PCP allows the person to not feel the pain or fatigue allowing the user to go right back to fighting soon as the "ride" is over instead of needing time to recover.

Again, it has nothing to do with pain.
It works by overloading your receptors with electrical impulses causing your muscles to contract and lock you up.

The distance from target will determine how much stopping power. Too close and there isn't a wide enough dispersal of electricity to immobilize the target. Optimum range is 20 feet. Shoot someone 2 feet away, they'll feel a lot of pain but they won't be stopped and they're likely pissed now.

The prongs have to be touching skin, loose or layered clothing could defeat the taser.
