How can i conceal my IP address with a VPN (Virtual Private Network) or proxy or whatever?

I have a situation where I need to use an proxy site beacuse i need to hide my IP. How can this be done? It is for few good cause (a pedophile, a thief who stole from a handicapped child and assaulted multiple women).

Those don't really sound like good causes to me. Hiding the IP of these types of people, I would argue, is the definition of a bad cause.

What's going on here? You can google "proxy sites". I use to use one at times, forgot the name of it, but I had permission to use it in order to look up something that was blocked on the network I was on.
