Times Square Area is expensive, but anywhere in Manhattan is easily accessible by subway.
I always stay at Hampton Inn Times Square on 8th avenue. Good balance between location and price.

ETA: If you want to go somewhere really nice, go to Daniel. My wife and I go every year for our anniversary. It is expensive, but it is a very unique experience. I guarantee that you will not find better service at any restaurant. If you decide to go then you need to call one month (to the day) ahead of the day you want to go. Otherwise, it will book up. A jacket is required.

Good call ruling out Financial District. Anything on or right by park during christmas will be super pricey and it you don't plan on shopping much, no reason to stay there. Can always uber up for a day. hit park and walk down 6th ave to check out window displays.
If you want younger crowd with great restaurants try Lower East side. Lot going on down there. Soho and Tribeca as well.
Upper east and west can be kind of sleepy, a little more residential feel but nice areas, good restaurants as well.

Try the Park Central hotel. There's actually a lot of hotels around there.

Quality Meats.
For the OP, anywhere near Times Sq/Herald Sq will be terribly crowded, very difficult taxi rides. I'd recommend staying closer to Central park if that is the vibe you want or down near Union Square. If you are interested in eating and drinking I prefer staying below 14th.

I like staying in the financial district. It's quiet at night and very little foot traffic. 15 minute subway ride to midtown.
The hotels are always cheaper down there on the weekend.
If you haven't, check the availability and rates at the Millennium Hilton. Right across the street for the world trade center, a block away from the fulton street station, the world trade center station, and courtland street station is right outside the front doors.

Went last year to watch the ball drop... stayed at Times Square. Yep, it was expensive. The Wall Street area is really easy to get to by subway. Hell, I WALKED all the way from the new World Center back to Times Square (probably about six miles)... much fun.

I stayed at the Waldorf last time I was there with my family. Yes it was awesome but very expensive. Looking for something a little cheaper this time around.

If you like it quiet and not busy financial district is good.
For something more lively I would suggest either meatpacking district (Standard Hotel comes to mind), or Lower east side (Rivington Hotel). Also NoMad hotel is really nice too. They have a super fancy mixology bar downstairs called the Library, totally recommended.
Both are expensive. So is NYC though...

Interesting piece of history- they only allowed their first woman customer in because of a court order- was primarily a guys place to eat meat and smoke pipes before that.
