If you knew this would have been a possible outcome based on reports of it happening, would you have taken your mother to a different facility?

You're mom is 70 years old. She likely has medicare or a medicare HMO such as humana or peoples health. If they write a discharge order and say she has to go, ask to appeal. The appeal can take several days to be reviewed and if she's still as sick as she is right now, she'll win the appeal.
Find out who the payer is. If it's medicare or a medicare HMO. She has appeal rights, use them.

Have her throw out things about how she doesn't feel safe at home alone and such. There are trigger words you can use to buy hospital time.

Oh and another thing OP, ask to appeal late in the evening. You'll likely have to leave a voice mail, which means the appeal request won't be received until the following day.

It's a waste of resources. If she truly isn't having breathing issues then there is no need for her to be in the hospital.

I ain’t gonna comb through your posts to remind myself of all the times I thought “what a dumbass” when reading your coronavirus musings a month ago but one that sticks out was laughing about Spain being the next Italy.

Well that's something the OP, his mom and an independent review body decides, not the hospital. They have rights. They should act on them.

I’m sorry you have an elderly parent and it sounds like you are a really good son.
But, as an outsider looking in, I think you should listen to the professionals caring for your mom.
Pneumonia and fever alone are not reasons to admit someone. There are very specific criteria that are developed to determine when someone needs to be hospitalized for pneumonia. Your mom doesn’t meet them. She needs to go home, get rest, have someone (like you) care for her. If, her symptoms get worse, then you go back to the hospital. But, being worried that her symptoms may get worse is not a basis for keeping her hospitalized.
You yourself stated that she has the ability to pay and they have plenty of room. So this isn’t a situation where they are treating the wealthy or the young over the poor and old. She simply doesn’t meet the criteria for hospitalization for pneumonia.

Scruffy could be wrong, but he can’t recall ever commenting about any foreign country being or not being “the next Italy”.
Pretty much avoid most discussions about foreign countries outside of initial discussion about SK’s testing because it has no bearing on our situation here and reading depressing news about a foreign country serves no purpose to me.
Scruffy would really like to see the post you are referencing.
You could rail on my stance that getting people back to work to avoid the unemployment of millions, and likely subsequent homelessness of millions, is the direction we should go in.
Or my dislike of how the discussion of the “peak” has continuously been pushed back every week to the point where now governors are stating that they want to shut their states down through May, an idea that was universally scoffed at on here not too long ago as being insane.
There are plenty of stances that Scruffy holds that you likely oppose.
ETA: Scruffy did a google search for any times his name was linked to Spain on here.
Saw nothing about Scruffy saying “Spain won’t be the next Italy”.
Saw a few posts admonishing Spain’s medical system.

Remember OP. If they write a discharge order today 4/3/20. You have until midnight to file the appeal or take mom home. You can stall.

Your Mom not eating or drinking at all?As long as she is taking in fluids. It's not House she's not leaving the hospital and ready to go to the casino after going to picadilly. After going home she is still going to take time to recover. And if you think there's a problem take her back to the ER. I've had people not even leave the Parking lot and come back in . But as long as she's in the hospital she is contagious to the staff. Huge shortage right now.
