Is this the city of St. George? If so - you have a whole different group of folks to engage with.

If it's Baton Rouge - leadership changes are coming. Keep up the pressure with the EBRSO and the landowner. Look up the landowner on the accessor's website (search map) - you will be able to know if it's in St. George and who the owner is. This is a public nuisance and they are creating a major issue for the neighborhood by allowing unapproved housing and illegal activities on their property.

Ugh. I'm sorry you're dealing with this again.

It's going to continue being an issue until crackdowns against solicitation and loitering happens.....or that landowner develops that lot into something.

In fact they were probably in the neighboring wooded area for a while until they started clear cutting to build all those new houses.

How big of a wooded area. I'd try to find out who owns it and clear cut it.

I know there is one part of that property that is owned by someone in Texas and they don’t care about it,

An accident and a lawsuit may make them start caring about it. I would think it is just a matter of time until something like that happens.

Next time you have a crawfish boil, save the shells in a double-bagged trash bag. Let it marinate for 2.5 weeks. Then sow the field with the shells.
