Lol. No, of course not. When European nations colonize, they leave behind infrastructure, common languages, schools, religion, and political systems.
The Chinese DGAF about any of that, especially in Africa. They'll take resources, pay off the right people, and strip mine the continent worse than King Leopold's fever dream. The African political warlords don't give a shite, and the people will be more impoverished than they were 100 years ago.
As the old saying goes, an African leader would rather have 100% of 10, than 10% of 1000.
