TOPS must be restructured in a manner that incentivizes graduation rather than simple attendance.

Along with remaining in the state of LA to work for a certain number of years after graduation

Doesn't help the state one bit if students leave immediately following graduation

It's an entitlement program, and should be severely limited or removed.

Absolutely.

If the state was smart incentives would be offered to out of state graduates to stay in the state. Something like a reduced state tax income rate for a short period of time would help.

It will force students to make decisions like join the military instead of college right away or work another job and save money before attending college. I mean most of the decisions we had to make before Tops was even an option.

Reasonable people say screw the constitution and write yet ANOTHER one, so we don't have to amend the damn thing every freaking election.

And private industry doesn't have this?
I'm management and have 4 people above me. I'm the only one with multiple direct reports. I think it's a problem with white collar America. Not public vs private.

BUT! First the state needs to cut a lot of waste in other areas. Start with decreasing the number of state employees.

WHOAAAAAAAA, now you're just being ridiculous. That would make too much sense.

On a side note, imagine the HUGE impact cutting TOPS is going to have on the beaucoup multi-family properties around BR, ULL, Southern, etc. My kids are going to college, with or without TOPS, but without TOPS - they're living at home.

Cutting TOPS would not hurt LSU at all but would reduce enrollment at SUNO. Fewer free scholarships for kids with below average ACTs.

How is that a bad thing?

You people are stupid.

Limit it to those who took college prep courses, earned a 3.5 or higher gpa and scored a 30 or higher on the ACT.

Get ready for the Burbank/Ben Hur area to become a modern day Gardere. The ghetto moves closer to LSU.

Why are we paying for young adults to invest in themselves?

Tops needs to be done away with until we can afford it.

I went to UCLA and my tuition was a lot higher than LSU.
I paid for it myself by working while in school.
A lot of my peers worked their way through school or took out studen loans.
Some of my peers worked at McDonald's or Burger King which had tuition reimbursement programs.

Just what we need. More cuts to education so we can create a bigger wage gap, more poverty and more ignorant people that leads to higher crime areas. This state is a mess.

What???? So we should keep pumping money into people who have no desire to help or better themselves? I'd say that's what has this entire country in such a mess, there's way too many handouts and lazy arse people end up relying on them for generations. Have you seen the dropout rate for TOPS recipients? And like another poster said, way too many of the ones that actually graduate leave the state. People who truly want to go to college will find a way, just like they've always done without draining the budget of the state.

Folks speculated how long TOPS would last when it was first created. Even at its inception, I think people were skeptical of its long term viability.

IMO, the state should faze it out by offering it to students with higher and higher standards each year. If this state's budget ever gets its act together, those TOPS funds should be invested at strictly improving higher ed institutions.
LA needs to focus its effort on making LSU a true flagship institution rather than drag every 4 yr institution to a keep the lights on level. The state and the country has divested in education to cover bloated entitlement programs.

I do agree with you, but that opens up a whole different discussion. No matter what is done in this state to better education, roads, etc. it NEVER comes into fruition. The lotto (for education and roads).....few years later, "we need money for education and roads!!!"....Casinos are here for that now!!!...few years later "we need money for education and roads" lol. fricking joke
