What type of unit do you have? Maybe I could find a control schematic online. With the info you have given, it's likely that a review of the control diagram will point to one or two obvious culprits

exact thing happened to me. Change the batteries in your thermostat.

the batteries don't send voltage dufus. The low voltage comes from the transformer.

drip line has a clean out on it I would pour a 1/2 gallon of bleach down the line will clear out any algae. I do this every year attic gets so hot the water left in the line turns to algae and clogs it up backs up in the pan and the switch turns it off

Like Meauxjeaux said. Sounds like a circuit board. Take a video of what it is doing so you can show him.

Check for low batteries -One of the most common issues we discover is that the batteries are low in the thermostat. Although the it may not seem as though a low battery in the thermostat will effect your furnace or A/C unit, it can and it does. It is always worth a shot to change your batteries, even if the low battery light is not on.
If You Have a Digital Thermostat, Check Your Batteries:
• If the batteries in your digital thermostat are low, it won't call for your air conditioner to come on. • Normal battery replacement schedule is every TWO (2) years.

Actually, for many thermostats you don't need or even have batteries. If you have a programmable thermostat, it would be for memory backup and possibly to power the LCD screen.
ETA: I stand corrected, apparently many of the newer digital thermostats do require battery power to function properly. That power is only for the circuit board, though, not to pull in the contractor.

Correct. Ole baw above you just doesn't get it. Can a dead battery make the AC not come on? Yeah sure but that is not what Chicken said his AC is doing.

my Honeywell thermostat has contacts that close when the temperature gets above or below the setpoint. If they batteries don't have enough voltage for those contacts to close, then the damn AC doesn't come on.
Its not an old mercury filled thermostat that the contacts close without voltage, its one that REQUIRES voltage for the contact to close....OLD BAW

Is your condensation pan full? There's a trip sensor when it gets to a certain level it shuts off the unit.

i never said that it pulls in the contactor, but the batteries do close a contact

A technician has been out already. They would have noticed this. Also, not all units will shut down when the drip pan is full. Hence the overflow pan and drain line. Also, why people always end up with brown stains when their lines get clogged (which reminds me I need to go clean that out).
This really sounds like a relay/circuit issue. It's not triggering your compressor to kick on, only your fan. And then you are just circulating room temp air. In that scenario, the fan is going to stay on, because you never cool the air down enough for the T-stat to kick it off. Now the fan staying on when you turn the whole thing off, is another indication that a relay is not switching properly when sent a signal and therefore the fan doesn't shut off. I believe that if attics go through temp cycles, it can warp the components ever so slightly to the point that proper contact cannot be maintained. Sometimes just pushing on them get them to work, but they should be replaced anyway (cheap). I'm saying all of this off of memories from a bout 3 years ago when I went through the same thing. I could be slightly off.
ETA: Again, racking my brain and could be totally making this up, but I think my issue took a few trips to figure out as well since the relay sometimes worked like in your case. One of those things that never would mess up in front of the technician. I think the second time I called them out, they just changed a part on a guess and it worked after I described what was happening. 3 years and a different house, so I'm not 100% on that though.

Sounds like your transformer is failing, a relay is failing, your pan is filling, thermostat is failing or your circuit board has a relay failing.This guy either doesn't know what he's doing or doesn't care.

OMFG.
Did you not read where he said the inside unit stays running?
So. The AC is working. The entire unit just isn't functioning. Something is going on with the signal to the outside part of the system only. That is not the responsibility of the thermostat.

Did you check the condensation pan?
It might be draining slow so the unit cools for a while but when the pan fills up, the mercury float rises and shuts off the condensing unit to prevent an overflow in your attic.
By the time you or your AC man goes into the attic, the pan has drained.
