Is there a shift lock? Should have a small hole to stick a small screwdriver to depress and release. Google shift lock for that model

When I had that problem it was usually a steering wheel issue. Gotta unlock the steering and turn the wheel and twist the key. Works on Mitsubishi products...

Had this problem several times with a 2003 Sequoia. Usually was a foot on the brake, hard pull on the steering wheel and turn the key maneuver, if I remember correctly. I never had a time I couldn’t resolve it, but I remember a couple of times I was getting close to having it towed to a garage.

As mentioned above check the shift lock. Had a similar issue with the Camry and there is a way to manually override.

Yes and no.
Pop off ignition.
Disassemble. Remove split tumblers. Leave others.
Reassemble.
Boom.
Bad news is almost any Toyota key will start it at that point
