The 21 mph is probably a longer term average speed. Just going by coordinates the past two hours it moved about 50 miles.

SE winds keeping Tampa Bay surge to a minimum at the moment. The surge window is from about 8 pm to midnight as the center passes and SW winds funnel water into the Bay. By that point the center will be to the north, hopefully reducing chances for maximized surge in Tampa Bay.
