Personally, I get the people saying to go talk to him but if he's so inconsiderate to do it in the first place and, like you say, hasn't shown much sign of being a good neighbor otherwise, I'd just report it.
If you talk to him and he gets pissy then it's potentially a worse situation when you then call and report it.
It's not like he's going to get into any real trouble. They're just going to tell him he has to move it.

I would call yesterday. Neighborhoods don't become trashy overnight. They become trashy over time because people allow it to happen. You are now at step one.

Had a neighbor build his fence on my acreage, it was easier simpler to ask city to handle. I asked them to not reveal me as the source. They handled the issue by simply informing him that he did not get a permit which had to include land survey. Problem solved

My next door neigbor bought a giant pull behind camper and would stage it in his driveway. Our neighborhood didnt allow it so I called it in after 2 months of it sitting.

The question is how much lack of consideration would you put up with? If someone fully blocked your driveway, you would surely notify the authorities. If someone partially blocked your driveway, you would likely call the authorities. So we would all find this to be an infringement at some point, it's just a matter of at what point.
The offender in question is making others' life less pleasant because he doesn't want to keep his truck or dumpster in his driveway. That's worth resolving.

I just had a roof put on last week. They put the dumpster in the driveway, did the roof in two days, and had the shite cleaned up by the end of the second day. Sounds like dude contracted out to a shitty roofing company.
Also worth noting that if that dumpster is in the street, there will be nails in the street as well and that definitely effects his neighbors.

It definitely depends on the neighbor. My neighbor to my right I know I can holler at if there's an issue (and vice versa). They even give us a heads up if they're having a big get together and have brought food over before/invited us over.
The neighbors to the left? They had two dogs getting out every day for damn near two weeks and when I walked over to let them know they were out, they wouldn't answer the door. They don't wave when you're outside or say hello. And I watched their dumbasses run over their own garbage cans then leave the garbage in the driveway for several days afterward. I don't hesitate to call on them at this point if their shite isn't kept up or the dogs get out again.

Call the dumpster company and ask why they placed one in the road against city code. Tell them its dangerous and they will be liable if a car hits it at night or some kid bolts out from behind it and gets hit.
They should know the laws and never have even placed it there. They should have informed the owner they could not comply with placing in road.
Thats the approach I’d take. I wonder if the driver did this on his own or if the company blessed it. They will not want city involved in fining them.

Would the dumpster make it difficult for a fire truck or ambulance to get around? Can you call and maybe say an ambulance had trouble going around it, hell lie about it. Or say the UPS guy was complaining about it.

This. Or as another poster said, call the dumpster company and tell them you are ready to get it pulled.
Dumpsters run ~$300 for a 20 yd3. Make the a-hole pay a stupid tax.
I'd also talk to him about truck placement. Tell him he's putting his property at risk and per city ordinance you aren't liable.
Make that a-hole at least waste his time researching the city ordinance.
Anyone who parks directly opposite a driveway should have their car impounded.
