Probably because she won't let him. Only way he's allowed a trip without her is if it's something deemed necessary, like a work trip.

This is me. I don't travel that often for business (maybe 3-4 times a year with most of those to conferences) but I will try to add on personal time before and/or after, to do things that don't interest my wife and kids.
For example, I am going to a conference in San Antonio in August. Normally I would arrive Tuesday morning and depart late Friday. On the front end, I am instead flying to Houston late Saturday, will catch an Astros game on Sunday, drink some bourbon and smoke some cigars Sunday night with a few old friends, and Monday morning, fly from Houston to San Antonio. Will spend Monday afternoon and early evening hitting up some of the older missions that are not named The Alamo. Tuesday - Friday do the conference, and then Friday night, instead of flying home late, will hang out with some other conference people who are also staying the night, and head home Sat morning.
Staying with a friend in Houston. Will personally pay for two additional nights of hotel in San Antonio plus whatever I do for the days in Houston and extra days in San Antonio. Southwest points are paying from the flight from NOLA - HOU, and firm/conference paying for flight from HOU-SAT and SAT - MSY. Firm/conference paying for all expenses including hotel during the conference.
Wife is fine with me doing this. We set aside some money each month to pay for the extra days. She never gets to travel for work but will usually take 2-3 girls trips a year (Usually one for a few days to somewhere nice, and the rest usually just to a casino for a couple of days).

Or it's a mutual thing, where he doesn't let her do her own thing either. I would consider this cheating in that case, not in the sex with another woman kind of way, but definitely cheating the "system."
