I saw that one also. Crazier than the kayakers was the guy in the little scout with single outboard who couldn't seem to go anywhere. I'm not sure if he was giving it any power but he was basically staying stationary and getting closer and closer to the rocks. Rescue boat and police boat didn't seem to notice and just flew right by him after rescuing the kayaker.

Yes. They all just passed right by him. I was wondering the same thing. I was paying attention to their body language and seemed pretty calm for not being able to move anywhere.
