Hate crime prosecutions by race.

Looking over some FBI crime stats, it appears that hate crimes against whites are rarely prosecuted.
So, you've got 59.4% of violent crimes committed by whites, and 52% of hate crimes committed by whites.
And 37.7% of violent crimes were committed by blacks, but only 23.2% of race crimes were committed by blacks. Is this because blacks commit less hate crimes than whites, or is it because they are prosecuted for hate crimes less?
I think the answer is the latter according to this stat:
BTW, when was the last time the DOJ charged a black person for a hate crime against a white person?

"Hate Crime" should only be used for non-violent offenses. For example, if some youth paints graffiti on a building and is caught it's basically a small charge, but if that graffiti contains anti-christian sentiment on a church then the punishment should be more stringent.
If someone kills, maims or beats someone up, does it really matter whether it was a "hate" crime or not as long as they are prosecuted to the fullest extent? Remove the subjectivity from the prosecutorial decision.
