I've never met one, but the ones on YouTube are ugly as sin. Some of the ugliest guys I've seen in my lifetime honestly. And a lot of those guys get busted for staging videos.

To me a "pick-up artist" should be able to pick up any chick at any time. Never met one of those, but I had a roommate Freshman year at LSU that always brought something home.
Wasn't sure how he did it until I saw him in action one night. About an hour before the bar closed he would get started. Walk up to a group of girls and start talking like they've known him for life, get shot down. Move to the next group and repeat. Within that last hour he would find one girl in one of those groups that would say yes.

used to do something similar to this. mind you, i'm 6'5'' and girls tend to think i'm handsome, so ymmv.
I would make eye contact and smile at several ladies about an hour before last call. at last call i'd go up to them, introduce myself, and ask if they would like some company tonight. that's literally it, and it worked about 10% of the time.
