So in short, yes, an elevation map, just worded as - this is the amount of surge water that it would take for this colored piece to be submerged in water.
Nothing wrong with the map or the key, just the map readers...

All the models had it as a category 1 hurricane until Tuesday. That could have changed, but nonetheless it's gonna be wreaking havoc in the same area for the next 4 days

I had to eave earlier but I'm watching his broadcast repeat now and the eyewall is still about three miles from him. Amazing footage! Really tense.

Eh, if it creates confusion, then it's not a good map. It could be clearer. It took me a quick second to get it, and I used to make maps in GIS for a living.
