Harlem themed casino in planning stages for Las Vegas

Historic Westside may see Harlem-themed, 60-story resort
First, let's get the jokes out of the way:
How will they hire waitresses willing to work with no tips?
Does Spirit Airlines even fly into Vegas?
Will it have a Fiery Crab restaurant?
Now, to business. This is a HORRIBLE idea. I give the odds this will ever happen at close to zero.
The entire concept of themed casinos is out-dated. Virtually all of the new casinos that are built in Vegas, and elsewhere, are not themed. And even the ones that are themed, it is a very low-key theme that doesn't dominate the property.
Is the demographic that would patronize this casino one that the casinos want? By my estimation, that demographic would be mostly black low-rollers.
High rollers of any race aren't generally going to an off strip property. And if they are it would be downtown.
And the theme would likely turn-off many other gamblers, especially the prized Asians. A casino that caters to any race is a bad idea.

I'm guessing it's supposed to be Harlem of the 1930s, which was sort of an entertainment mecca for the world. IDK now well that will translate into a Vegas casino. I imagine it will be trashy, but Vegas is trashy anyway.
When my wife was in grad school in NYC she lived on the upper west side about a block away from where Harlem starts. She had some interesting experiences.

It's a dumb idea, but it is 2023.
I encourage you to pull up this location on Google Maps.
It's not only a bad idea to build it at all, but that part of town is a wasteland. Who the frick is going to uber out to some shitty casino or will want to uber 20 times in a weekend to get to restaurants and shows?
