I lived in Japan for most of the 90's, and OL's (office ladies) hated White Valentine's Day. They felt obligated to give every male in the office a small gift, and most offices were made up mostly of male employees.
I wasn't aware of the custom when I first went to Japan. I learned about it when my secretary asked me if I would give all of the women in the office a VD bonus. That one took some explaining on both sides to sort out.
