Called AMS and the lady was completely honest and said this cannot be filed to the credit bereau and will affect me in no way unless I return to Hammond and get arrested.

Go to the clerk of court office and look at the record yourself. Look in mortgage conveyance records also to see if judgment ever rendered and recorded against you. You say no bond set? If no judgment for costs what are they really collecting?

I've passed 3-4 background checks with this apparently outstanding. I told myself it got washed away during Katrina
They have recently updated Louisiana background checks, every employee in my company had to get a new back ground check, if employed prior to 2009, last Friday.

there is no such thing as statute of limitations for court debt.
Exactly. If there was, then nobody would ever pay. They'd just wait for the statute of limitations to run out.

How is there debt without a hearing or being found guilty?

i was never proven guilty. does that not matter? I am assumed guilty
No, you were presumed innocent and given the opportunity to defend the charges against you. You chose not to show up and plead your case (essentially admitting guilt), and here you are.
