Much like the rest of the majors they are in a bad cycle right now and are cutting jobs and projects. Not sure how much of this was previously set aside but this amount of cash will hurt them regardless.

This won't even go that far if put towards restoration considering the projects the state is looking at.

River diversion ? That's a billion apiece and they are looking at 2-3 of them.
Houma Nav Canal Lock? Half a billion
Calcasieu Ship Channel Salinity measures? Half a billion.
Restoring the terrebonne basin barrier islands? Easily a billion.
