Looks a little like they jammed up the street by standing in the way arguing, some stupid girl was on her phone and plowed into them....street quickly cleared.
If that silver car stayed there they'd drag her out and beat her. That long pause is her weighing her options....call 911 and wait but get beat by a mob or haul arse.

I can't believe they all got back up. I saw a couple of teenage girls get hit, around the same speed, at the drive-in movies. They were all twisted up with broken bones.
