I can't really say I blame them for this. They have to spend the money somehow and there's only so many cheese pizzas you can buy for your future retirement plans (care recipients)

There are multiple reasons why you dump the money into salaries:
1. You have to spend every dime of that $8 million because you know the MC will be looking for any reason to reduce/not renew the millage the following year and overhead is usually the most costly.
2. Increasing pay/staff gives you legitimacy by establishing that there is "a need" for your services.
3. It's a great way to build political capital, amass a taxpayer funded campaign army, and more effectively run this Democrat slush fund. I guarantee these staffers will be working on future Democrat campaigns while being paid by the citizens of EBRP (it already happened last year).
4. Great and easy way to take care of your friends and family by hiring them.
