Saw them gathering on the side of the bridge this morning, honestly just thought they were construction workers.

And fining them for impeding business.
I know for the railroad, if a commercial vehicle gets stuck on a crossing causing them to shut down rail traffic, the company that owns said vehicle gets fined by the hour (I think).
Perhaps they have something similar for ship channels.
