Is it to honor the minstrel shows? Thats what it looks like.
Are the black women in UK fat like most of the ones down here? The statute sure looks that way, but since the American sculptor based it on herself, who knows?

Lego figured this out the hard way. They bought lots of Disney licenses and stuff to appeal to girls. Didn't work. Girls didn't get into Lego until they launched that Friends line, where the minifigs look completely different and look more like the girls that they wanted to play with them.
