What about government mandated moratorium on rental evictions, increased food benefits, and increased direct cash for unemployment is free market at a time that the government mandated reduced capacity for many indoor spaces?

A free market only exists if the price is determined by the consumer.
If government interferes in this basic premise to a)alter the relationship, b) set the price, or d)alter the price, there is no free market.
China has a freer market than the US (let that shite sink in), and the agility and versatility it affords is precisely why they will dominate us within a few decades.
