It has to be Colorado, maybe Utah with some qualifiers. Colorado has the perfect storm of culture and great natural landscapes to keep girls fit. Those mountains keep people pretty fit even during the winter with stuff like skiing. Utah has to be mentioned for the per capita of "good" girls that are fit.

Yes, in certain areas such as Hollywood or downtown you will find the girls that have moved to LA in hopes of being models or actresses, however, in orange county or the Valley suburbs you will find plenty of homegrown LA talent of all different varieties.

Not reading this whole thread, but in my experience:
The HOTTEST chicks in NYC are on a whole different level. I mean top shelf, super model material.
But the "average" chick is fug as frick. "Average" chicks at LSU or Ole Miss are a shitload hotter than the "average" chicks in NYC. To me.
