Louisiana has more alligators than Florida but you never hear any stories like this. In Louisiana most of them live in the spillway and we have millions and millions less people in Louisiana. Florida is so densely populated and the alligators don’t have a lot of places to hide.

Maybe it's appropriate to report such incidents to the authorities so that they make a decision on the matter.

With a leash that dog is probably not getting anywhere near the gator. I suppose there could be some unusual situations where someone walking a dog on a leash accidentally walks up on a gator. But this is unlikely.
