This is an issue. My dad tested positive 3 times. The first was when he actually had it in March - he recovered fine at home (along with mom, who also had it). The next two were positive results for COVID tests he had to take in order to be allowed to undergo unrelated tests in the hospital. His doc said each positive result counts in the state numbers, even though it's for the same person.
They eventually let him come in for his other tests when they started phase 2 despite his recent positive results, since he's had no symptoms since early April.

Phase 2 I get to keep working from home, Phase 3 and I have to go back to the office. That is the only difference for me between the two.

I agree. This is not looking good. If we somehow go back to phase II in a month, there is just no logistical way to solve this problem unless crowds are omitted. They will not do that.

"Flatten the curve" means don't overwhelm hospitals.
People are going to get infected.
Key is that they're healthy and as such very rarely require hospitalization.
