MONROE COUNTY, Ga. — The kennels at the Monroe County Animal Shelter are usually filled with the sound of barking — dogs waiting for someone to take them home. 

That same shelter is now at the center of a criminal investigation after deputies say an animal control officer burned four live puppies inside an incinerator.

Freeman says Santillan appeared to act without hesitation.

"Obviously, people can get away with a lot of things up until they don't, and this was a case where he felt comfortable doing it. It looked to me like there was no second thought — he just walked back there and did what he did, which was bad," Freeman said.

Santillan has since posted bond, but the sheriff's office says the investigation isn't over. Deputies are also looking into a separate complaint that Santillan may have been stealing time on the job, though Freeman says no determination has been made on that allegation.
