Wow, that's not true when you think about it. Yes, some Democrats have money, and some have too much money, but most Democrats with money are givers (e.g. look at the charity provided by participants in the entertainment industry).
Greedy rich almost always is Republican. Philanthropic rich majority is Democrat.
Look at public support for the arts. Mostly D.

That doesn't count. They are just doing that to avoid taxes. They are not doing it because it comes from their heart.

The only thing that prevents neighborhoods from cycling is 2 factors:
Section 8 and convenience.
Neighborhoods that are out of the way for getting to work, shopping, entertainment, ect don't cycle in favor of farther out suburbs because they don't add any advantage for doing so. In Baton Rouge, think Broadmoor.
The other reason is Section 8. Section 8 dissuades the landowner from fixing up his property because section 8 tenets don't care. Section 8 tenets don't cycle out because they rarely get married or even have careers. Mostly because getting married means more assets. To many assets and you lose all of your benefits. Same with working. It is more advantageous to not work and be unwed raising multiple children than it is to be working entry level jobs. Section 8 also has a lot of hoops to jump through to get out of once a landlord is renting with it. Section 8 causes neighborhoods to enter "free-fall" and then leaves them in suspended animation absent exterior forces like a massive migration of gentrifiers or a huge depopulation event like Katrina.
Without section 8, easily abused entitlement programs. and government housing projects, those neighborhoods would naturally organically cycle as described. Government policy is disrupting the natural neighborhood cycle creating endemic. Decay and near permanent slums.

The Koch Brothers do a lot of philanthropic things, including some support for the arts which I appreciate.
BUT, then they turn around and support candidates who will do everything they can to support big Wall Street.
So, the harm outweighs the good.
Their counterpart, George Soros, is far more consistent and he does not support exploitative candidates.
