Dad's absolutely in the wrong. The blame is squarely on him. I have no problem with charges being pressed on him. You don't get to beat people up because they fricked your daughter.

Since it is just a stepdaughter I'd run 'em both out of the house and let her biological dad take care of her and her eventual bastard kid (gonna happen at some point most likely). Then if her mom didn't like it I'd either throw her out or leave myself, depending on the details of the housing situation.
