France allows for natural immunity to count as vaccinated, why can’t we?

My kids' school district considers natural infection when determining students required to quarantine after an exposure.
I believe if a child has had covid within the previous 3 months they don't have to quarantine after an exposure.

I trusted my antibodies from Having the Co-HIV for exactly a year. Got the CO-HIV in August 2020 and got my shot in August 2021.

A friend has been tested 3x for antibodies since he had Covid in March of last year, and his last test, a few weeks ago, still showed the antibodies present.
