Good to know. The Business Report article had its facts wrong when it said the sale was "earlier this year." So the city council motion to accept the auction results was adopted unanimously? But, I thought Ryan Heck solely approved the sale?
You tried, now go ask your brother in law what to do next.

Nothing to see here, you're demented or insane or both.
Why didn't you pay more attention to what was going on last November and December and speak against the sale? After all it was a public hearing on the motion to auction the property.
Or maybe you should file a lawsuit now to have the sale rescinded?
Or would you rather just post on a message board and bitch about it?

How? The article said the purchase was earlier this year. That is accurate. The Council voted on it in December and the sale was finalized in February.

Thank you sir, maybe I am not insane; maybe Russian was just giving us all the Russian run around.
There's no way this passes the smell test, and anyone trying to argue that it did is crazy.

It's not uncommon to sell surplus property
quote:
Billy Aaron, the assistant parish attorney who handles such deals, says he doesn’t remember the specific reason why the city did not get the site appraised. These land deals are rare, he says, and the city would have to bear the cost of a commercial appraisal, which can run a couple thousand dollars. There are not hard and fast guidelines for appraising land or setting a minimum price with city land deals, he adds.

He voted for it. See my post above. The vote was held in December. It's not uncommon to sell surplus property so it's safe to say the other council members didn't realize the value of what they were voting for b/c of the 'generic' legal description of the property. No way Heck didn't know.
Here is the "generic legal description" used:
Authorizing the metropolitan council to declare the immovable property and any attachments thereto known as the remaining portion of lot 9, Inniswold estates, located at the southwest corner of bluebonnet boulevard and Jefferson highway. as not needed for a public purpose, and authorizing the said surplus property to be sold pursuant to Louisiana revised statute 33:4712 et seq.

Deflect some more, so now its my fault. I should have stopped it.

I think the State Auditor is going to weigh in on this, I see no reason for me to sue. It appears he is trying to do right by the taxpayers, but it appears you don't agree.

I thinks its funny how the how and mighty Russian jumps in, acts as if he is the truth, and makes a fool of himself when its discovered he has his facts wrong so to deflect attention from himself, he gets personal with another poster by calling him names, etc.
When I had a fact wrong, I admitted I did. When you have your facts wrong its never your fault. Why is that??? Is that your high IQ kicking in.

So the council voted to sell it, not give it away. Again, I feel so sorry for the taxpayers of Baton Rouge. Everyone paying taxes there should be appalled. It should be the responsibility of every elected official to ensure the best interest of the people they are serving. Letting prime real estate go for pennies on the dollar is something that should be investigated and anybody who let this sale through should be thrown out of office.

Most of us weren't paying attention, but I dare say Heck and the developer knew what was going on.

I wonder what that statute says?
I bet they don't permit parishes just to give away property.

While true, advertising something in the advocate is hardly broadcasting it to the masses.
Per the article, "Ryan Heck carried the deal through the process last year". Heck claimed he did his "fiduciary responsibility" by getting the land sold. That's complete BS. If he was doing what's best for the citizens of EBR, then he would have made sure that auction had more attention. He intentionally kept it under the radar for his buddy. That is the exact opposite "fiduciary responsibility".

Obviously - my point in here is simply that this sale was not hidden or done in any shady sort of fashion. It was put before the council and approved for sale (a public hearing), advertised on 3 occasions in multiple newspapers, auctioned to the highest bidder, and the sale approved by the council.

You seem to know this situation well. Do you have a link to the public notices in the advocate? I'd be interested to see what the article said.

was NOT EVEN A CITY COUNCIL MEMBER WHEN THE VOTE WAS HELD!
Just chiming in here since there may be some bad info floating around. There's a video of the meeting where the sale to Mr Cosman was decided on. It was prepared by Ryan Heck and he was clearly on the council at the time (12-14-2017.) It was almost literally the last thing he did as a member of the council.
Scroll down to item 156 here: LINK
"Item 156
Authorizing the Mayor President, on behalf of the City of Baton Rouge and Parish of East Baton Rouge to accept the offer and high bid of Mr. Radu Cosman in the amount of Ten Thousand & 00/100 ($10,000.00) Dollars, for the purchase of the immovable property and any attachments thereto known as the Remaining Area of Lot 9, Inniswold Estates, remaining after the realignment of Bluebonnet Blvd., located at the southwest corner of Bluebonnet Boulevard and Jefferson Highway, and authorizing the Mayor-President to execute an act of cash sale and/or other such documents to perfect the sale pursuant to Louisiana Revised Statute 33:4712 et seq., said documents to be prepared and/or approved by the Parish Attorney’s Office. By Councilman Ryan Heck."

Could it be that it was hidden from the Council in the sense that a tree in the forest is hidden from the viewer because it didn't stand out.
Most voting on a long list of items might not notice one item like this. Now Heck would have known for sure, but who else?
Could it be hidden in the paper because few read the legal advertisements and the property description certainly wasn't obvious.
Besides people looking to buy property work with brokers, agents, and check MLS. Who looks for prime corner lots in the legal section?
And you have to question as to why the parish didn't get an appraisal. The same parish govt. that pays thousands to put on a basketball game won't spend a couple of thousand dollars to insure they get a good return on their property. That seems odd.

I wonder if he donates to all the Council members.
I've never heard of the guy before. It's hard to believe you can get this "lucky" without help.
ETA: I looked up the developer and I only found one local donation, that of $2,500.00 to Ryan Heck on 9/14/15.

I just watched the video. The speaker does not mention "Bluebonnet and Jefferson" or "Innisworld" at all. It did not go to a vote. There was a motion to approve. And it was seconded by.... Ryan Heck.
The entire item took less than 23 seconds. It was the second to last item of the meeting.

outside of the appraisal - which I agree should have been done - everything else you mentioned is in line with how these sales are conducted. What else are they supposed to do? The legal description in the ad was the same as I posted earlier, not generic.

Take it easy guys, its not like him and Heck have any connection.
