Something tells me it’s not “illegal,” but it’s not “legal” either. Like something that isn’t on the books at all, so it’s not a crime to have them.

I think the dad is crazy and his kids are snowflakes. That looks like a birdhouse to me. How does the dad know his kids are telling the truth?
