When they don't feel threatened, black and brown bears aren't aggressive like grizzlies or even polar bears are. They're more curious about things and like to scope them out like a big house cat, which is what leads them into campsites to scavenge your sweets.
The one in the gif looks like a juvenile and that makes them all the more curious
