It's a 500K bpd facility. It's never going to shut down. But it can be sold to companies that that aren't interested in modernization and are looking for quick profit and a quick turnaround sale. There's no such thing as "modern plants take over". If a technology is profitable then it will continue to run.

I might not have been clear.
I was suggesting XOM is being whiny if they pulled the application without a vote without knowing if it was going to pass.
If they knew it was going to get shot down, then I understand them pulling it.

Correct. The school board levies taxes. The Metro Government levies taxes.
Each group gets to decide the exemption to the extend of their taxes.
It's entirely possible for the school board to reject the exemption for their taxes, and the city-parish to accept th exemption for their taxes.

there are no links because the media outlets are not reporting on it. I heard it first hand from a VERY reliable source. PLEASE, help me get someone to report on it! I was told that GP Plant requested ITEP 2 months ago and was denied.

The initial application is to the state (which may or may not be public information - I just don't know) but once that's approved, the process calls for the local taxing authorities to have a time period to deny it. If no action is taken, it is approved. They must take action to deny.
That deny action, would require a vote in public by the board of the taxing authority if there is one. In EBR, this is at a minimum, city-parish council and school board. Even if the media is blacking out for some reason, there should be agendas/minutes that reflect the vote.
However, if it never came to a vote, then it's possible there might not be any info on it.

It's hilarious to me how BR acts like it is some kind of premium destination that businesses really want to be in. NYC and San Fran can tell a major corp to piss off and forego the jobs based on their political bent; they have actual thriving economies and can do without. BR, on the other hand, is a free talent development hub for Houston and Dallas. Serious question, how long until BR throws its hat in the ring to host an Olympics?? Hell, why not a Superbowl?

Looks like GP's application was considered by the EBR Metro Council on Dec 12th, but the minutes from that meeting, I can't seem to find.

Exxon’s Baytown refinery to see big facelift
The Irving oil major started the planned shut down in January in what will be the Baytown refinery's largest improvement and maintenance program in the site's history, company spokeswoman Sarah Nordin said. The overhaul will create about 3,000 temporary contractor jobs, including mechanics, machinist and electricians.
The maintenance upgrades will allow the refinery to process lighter, sweeter crude oil, with the capability to produce an incremental 10,000 barrels per a day of jet fuel, Nordin added. Other maintenance work will improve the refinery’s environmental performance and competitiveness, she said.
Exxon Mobil is one of the most active producers in the Permian Basin, with plans to triple total daily production to more than 600,000 oil-equivalent barrels by 2025 from its operations in the Permian and and New Mexico, according to a company announcement last year. The company plans spend more than $2 billion on transportation systems to support its Permian operations.
