Halifax Nova Scotia in WWI had two ships collide in their harbor. It was winter, one was carrying munitions.
Many people in the city went to their windows to watch the ships burn, which seldom happened.
The munitions ship blew up.
Massive force broke all the windows facing the harbor. Many people were blinded and cut up.
A blizard was coming. Many cities rallied (even Boston) and sent medical supplies by train. They also sent huge quantities of replacment glass and all the glazers from those cities, to make Halifax liveable in the cold of winter.
Just the replacement glass for Beiruit is going to be massive problem.
