The towing part seems pretty extreme especially if they have access to a database showing current insurance.
I have seen not having current insurance on paper or on phone when pulled over get ticketed even if insurance was actually up to date, but I haven’t seen the towing part.
I would not count on the cops’ system even for registrations as one night I got pulled over by a cop running my plate with his system incorrectly showing that my registration was expired. There was no other reason given to pull me over. I had to wait around in a gas station parking lot for him with his lights running behind me as he tried to verify my sticker and paperwork weren't fake or something.

They should do more insurance checks. Screw the uninsured.

Do a lot of people have an insurance app on their phone? I could see having a back up picture of your card in case its misplaced, but not an unnecessary app.

I got pulled over for a tag light bulb burned out and issued a 190 dollar ticket. when he asked for proof of insurance, my app would not load. he said no worries, he had it on his laptop and would be right back. came back with the ticket, and issues me a warning for failure to provide proof of insurance - i told him at the time all I needed to do was reboot my phone, and said no worries - then pulled that shite.
after we drove off, I went to walmart and bought a 5 dollar pack of bulbs and changed them, went back to their department office the next day, showed them it was replaced, provided evidence of it and the insurance and they disregarded both - just pissed me off I had to drive a 1/2 hour the next day for something that could have been a simple warning.

No but many years ago I renewed my license via mail with a notary stamp. They sent a sticker to affix on the back of soon to expired license.
I got pulled over and was showing my license and the officer thought it was expired until I showed him the back.
He had no idea these were being done.
No ticket.

What I don't like and think illegal are State Police insurance checkpoints that pop up from time to time that are designed as nothing more than a revenue enhancement tool. Lack of insurance is the last thing they are really interested in.

If OP did get towed for this, I would assume he’s leaving out a lot of pertinent details.
