Probably to be funded by the Victims Restitution Fund of the state. After all, haven't there already been a couple of attacks on these type "gun free zone" campuses in that general part of the USA? (seems like 1 was gun and another a knife attack over the last 2-3 years, small town WA/OR small colleges, and 2 attacks I think were illegals or immigrants)
