This is very possible. Autopen wasn’t really used then and the first documented autopen use by the White House was Truman. But FDR did use secretaries a lot to mimic his signature a bunch.

Maybe. But many collectors tend to collect certain genres of items. People collect items related to military, trains, planes, sports, etc.
Not many people collect items related to bituminous coal.
If it was a signature that dealt with something historically significant (WW2), it’d be more collectible.
He’s going to be looking for a buyer of primarily signatures of Presidents, with the value dropped dramatically because of the smudges.
That’s provided a secretary didn’t sign it, it’s going to cost some money to get authenticated.
I’ve collected a few autographs over the years, all sports related, but never a damaged signature. Maybe I’m wrong, but even if he pays to get it authenticated I think he loses money on it.
That all said, it’s still cool if it’s real.
