I’m really surprised a terrorist hasn’t tried a drone attack in some populated area in the US or Europe. I feel like that wouldn’t be that hard to pull off.

There absolutely were during the collapse of the Soviet Union. Read up on some of the books written around that time by the people the US sent over there to chase them down with suitcases full of cash. Even Obama's future SecDef Ash Carter was in on the fun, and he was personally convinced that the Iranians and Iraquis probably got away with securing WMDs before they could get to all of them.
