Everything points to the cops raiding a trap/stash house where the drugs were stored.
He was the poor SOB in charge of the house when it was raided. He’s screwed. He turns one way and he’s looking at a lengthy prison sentence that he might live long enough to see daylight, and if turns the other way, he’s looking at a cartel wanting to punish someone for losing the stash and exposing their operation.
The Feds have already scooped him up and taken him into custody. Either his life is in danger, or the Rapides locals stepped into a federal case when they raided the house. Either way, cooperation is his only chance now.

It's probably a distribution center for the entire state since Alexandria is in the middle. Like an Amazon fulfillment center for drugs. Someone from Shreveport will pick up their share, Nola, then BR will come get theirs. I can't imagine all of that being consumed in Alexandria. 65 pounds of cocaine. That's 31,200 grams. 96 lb of meth is 45,000 grams. No way Alexandria is consuming all of that unless it's to stash for a few years of inventory. Has to be a distribution center for the entire state, and runners from each city will pick up, then local dealers will pick up from them.
