The “multiple shooter” might just be because bystanders were responding to an active shooter in the area. For a high traffic place there’s a very significant probability that one or multiple bystanders was carrying. Especially in Texas.

I don’t have a CC permit, but imagining that situation. If I’m in a place where other CC people might be garnishing, how the hell would I tell who was the shooter? Were I to look down an aisle and see a guy with a gun, how would I know if he was the shooter or another CC guy?
