Where I grew up this was definitely not the case. There would be days where it was cold enough the buses wouldn't start, but they'd still have school. You just wouldn't be penalized if you stayed home.
I guess some parents would prefer their kids be in school versus home alone.
I don't recall school ever actually closing because of snow. But that was Montana, much different than the icy mess that the interstates become down here.

I can see it given the number of bridges. Otherwise, not so much as the ground is still likely too warm for accumulation of any count

I think the main reason the schools close more often than they did 20-30+ years ago is the fact that they have more extra days built into the schedule. I remember how summer used to be about 3 full months, now the kids are lucky to have 2 months and a week. The schools have extra days scheduled in for exactly this reason. Its easier for them to close and not have to make the day up later, which keeps a ton of traffic off the road and kiddos home safe. Makes sense for a lot of reasons.

Not that I'm extremely experienced, but I've driven on roads covered by several inches of snow and it's much more manageable. The problem with the weather that we are having is that you never know where that random patch of ice is going to show up on the road.
