The top business manager for the East Baton Rouge Parish school system fell for an unsophisticated con, wiring $46,500 to someone who claimed via email to be Superintendent Warren Drake, even though the man himself was working in an office next door.

The school system on Thursday disclosed the fraud known as “phishing,” which occurred twice in May. The details are outlined in a special audit, received late Thursday from the auditing firm Postlethwaite & Netterville, that examines what happened and suggests ways to prevent it from happening again. The audit cost about $10,000.

quote:

The first email from the fake Warren Drake arrived the morning of May 5: “Are you in the office? I’ll be busy. Email Me. Regards.” Fletcher quickly replied, “Yes, I am in the office.” At no point in the emails does Fletcher betray any doubt about what’s happening, nor does she request additional information about the requests.

She also made no attempt to call or talk in person with Drake, whose office is adjacent to hers at the School Board Office on South Foster Drive. The fake Warren Drake says at different points that he’s busy or in a meeting, which appears to have dissuaded her from trying to talk to him directly.

The “From” line of these emails says “Warren Drake” but the actual email address was officialdetailsemail@sent.com, not an address used by the superintendent. The official email address is not immediately visible in many emails. The subject line for the first two wire transfer requests are “Catherine Fletcher” while the third is “Urgent, Catherine Fletcher.”

The fake Warren Drake requested the first wire transfer of $22,500 go to the account of “Rosa a oboadey” in the Bronx, and that the second of $24,000 go to “Johnson Chepkwony” of Brooklyn. The third wire request, which was halted, was for $25,000 for “Sylvester Namutedi,” also from Brooklyn.

Nothing a little raise in property taxes and an additional CATS tax can't fix

As is typical for government workers, they won't do shite to her. Do this at a private business and you get fired. It isn't that she fell for it, she completely disregarded safety procedures put in place to protect against things like this. Not to mention the damn audit cost ANOTHER $10k in taxpayers money. I want to see them garnish her bloated salary for $20k.

Yep, the wire transfers require the signatures of two people. The CFO was out of town so she just signed both. In reality that would cost her her job, but this is overbloated government bureaucracy we're talking about here so probably a training seminar for her and another CATS tax for the rest of us.

Should be fired, and who gave any one person authority to spend $46,500 without more authentication?

That's the best part. This bitch broke protocol to wire $46,500 to someone she thought was the superintendent when the superintendent's office is literally next door to hers

This is why govt wastes about 60% of every tax dollar. They don't care because they have unlimited resources.

Everything else aside, as the Business Manager, shouldn't she be asking why her Boss is sending that much money to some random dude in NYC? WTF kind of spending habits do they have at the School Board?

Yep.

Few things grind my gears like government spending. They spend tons of money with such audacity and carelessness that it's nauseating. They wouldn't last 5 minutes in the real world, where money actually matters.

Totally normal for the superintendent to be requesting money to go to those folks in Brooklyn.

From my perspective, yes the employee failed. No doubt. But the system has to be tighter than to allow one person to do that so easily. It's a controls issue

They had dual-signature controls on wire transfers. In this case, employee incompetency was going to outsmart the controls every time.

READ THE ARTICLE. There are controls. She circumvented them by virtue of her management position. This is 100% on her.

She probably has tenure and they will throw her a party next week for shedding light on phishing attempts.
