EBR Council on Aging Budget for 2018 - $10 million, 3x as much as last year

Why in god’s green earth does the council on aging need that much money???

In my 2017 TD crusade against them, I learned that the meals program is separate from the "services".
If you go to one of their senior events, you've been considered added to the agency's services.

How can the tax paying people in BR stand for this?? There is no way I would live in that parish with this going on. I'd be on my way to freaking New Roads or Gonzalez before I give a dime of my tax money to these thieves. It's so blatant.
How is this even possible? How can a sub agency in a local government be allowed to run a deficit? Are they literally writing checks with a negative balance?
